I've only heard of the Japanese Netflix simulcasting anime, such as they did with Violet Evergarden last year. But for everywhere else in the world, Netflix held it back until it was finished and then uploaded the whole series at once, so anyone else who wanted to watch the show as it aired had to pirate it with fansubs. Also, Netflix is literally the only streaming site that does this when they license airing anime (Crunchyroll, Funimation, Hulu, and even Amazon Video all upload episodes weekly) so I severely doubt that the reason they do it has anything to do with the licensing agreement itself.
