TopicI noticed Jet Set Radio Future is always labeled as a sequel to the original.

Yeah re-imaging is the proper term.Remake would be the same game but with updated graphics or addition content.

Wouldn't a remake basically just be telling the same story but adding your own flare to it? Like, for example, Fright Night.
The 2011 film take a lot of liberties with some of the characters and major plot points from the 1985 film, but at the end of the day, it's still telling the same story.

Didn't I basically say that?

No. It doesn't help that I decided to use a movie example when we're talking about video games.

Actually JSRF is the official story. The original JSR is a just a what-if (and even that is questionable based on the ending). This is all based on what the developers have stated

I don't think that's true. In fact, the "what if" thing was something DJ Professor K hints at the end of the first game. There's no actual confirmation.
