Earlier in the contract of carriage UA's definition of force majeure includes c.Any governmental regulation, demand or requirement; d.Any shortage of labor, fuel, or facilities of UA or others; Now given that Dao was bumped to ferry employees to solve a shortage of labor caused by a government regulation about time between flights.
