I think the main issue is that she only had 2 months, which is entirely Biden's fault. She then hastily put together some policies that polled well but didn't make a whole lot of sense as an aggregate economic policy. Then their internal polling led them to believe courting moderate Republicans was a good idea, while somehow being oblivious to the fact that that's going to make people think she's just being fake.

Overall everything was just extremely rushed. It's hard for people to know what she stands for when she's espousing populist policies one second, then campaigning with Republicans the next.
