Biden's white house fired staffers for admitting to previous use of weed. There are also Democrats in the senate that are against legalizing weed. Signalling that it's ok to put forth legislation for theater because there's no threat of it actually passing.

The Dems always have designated fall guys to stop them from upsetting their donors by getting something done. There are a lot of currently silent Dems that would just take Manchin's place if he fell. Just as there were others that did the same thing during Obama's terms.

And if you somehow replaced them all, the party has shown they will make up rules like forming committees to tell them not to do something. Like both parties had no problem ignoring the parliamentarian when it came to Bush's tax cuts. $15 min wage? No dice, Jack.
