Assuming they're going to be respectful of the New Vegas timeline (barring that unfortunate '2277 Fall of Shady Sands' misstep), I have to imagine that there's still thousands of NCR citizens living in the Mojave, who are either still loyal to the NCR or are maybe trying to restart their society (The New Nevada Republic?). Whatever the showrunners decide to be NV's canon ending will affect this heavily, but I can't imagine they'd go with a Legion canon ending (but you never know - Legion victory might explain why that shot of the Strip was dim and lifeless in the teaser).

The King's an excellent suggestion, wish I'd thought of that lol. Perfect addition to the show in terms of Fallout-brand campy humor (especially for franchise newcomers), not to mention being a great way to introduce New Vegas culture.

It's also fertile ground for preexisting character appearances in a way that s1 wasn't. They'll probably steer away from overdoing it since they'll want to make their own story with their own characters, but I'd be surprised if they didn't throw someone in. If I had to pick a character to bet on making an appearance, it'd be Marcus; I can see him showing up suddenly as a way to trick both Lucy and the newcomer audience with the old 'ahh, big scary mutant, shoot it shoot it oh wait he's actually friendly and well-spoken.'

And after having seen the whole first season, I now trust these writers to handle the lore / characters respectably. So I'm not opposed to seeing latter-day versions of characters of Cass, Veronica, or Arcade, and how they're dealing with whatever state New Vegas is in at the time of the show.

That's entirely because decades upon decades of people working for corporate backed lobbyists and wealthy backers cutting the rule of law apart so that it functions as an iron hammer upon the poor and middle class and without mercy or hesitation and a white glove slap of indignation upon themselves and those like them. It cannot be said enough if Trump were not a well connected wealthy white man how far up shit creek he'd be by now, he'd never get this far, he'd probably be locked up with multiple life sentences in Guantanamo Bay and the country reviling him as it's greatest villain since Benadict Arnold

There's also the fact that so many of his problems are self-inflicted simply because he can't explain himself properly. Why couldn't he bring himself to simply explain that a Yao Guai killed Knight Titus? It could be a mix of guilt and 'idiot-driven plot' contrivance, but I think there's some credence to the notion that he might be deliberately written as neurodivergent. When the show started I would've more easily written it off as sloppy writing, but the show got considerably better as it went on and the writers proved their chops, so it's easier now to see Maximus' dialogue choices as deliberate.
