The House can't technically do any work in the absence of a quorum of the members. Most of the time there's like 5 people in there and they just "presume" a quorum is present, but if something they don't like happens, all a Rep has to do to stop it is get the right to speak and note the lack of a quorum to force a quorum call.

Some motherboards have a digital display to show error codes. Does yours have this? Is your monitor plugged into the GPU or the motherboard itself? If GPU, try plugging into the motherboard for this in case the motherboard isn't set to the GPU yet.

Rookie scale contracts in both the NBA and WNBA are determined by your draft position. There's also a maximum salary which is like 120,000 or so.
