Back around 20 years ago I worked with a guy and we were talking about if we ever got pulled over/a ticket/etc.

A definitely proven intentional false accusation? I think that's already covered as false report/perjury/etc.

What needs to be done is that, for any accusation, not just rape, whatever media spent effort in headlines crucifying the accused, should also spend equal effort in disseminating the truth after it is found. Not relegated to a small footnote buried in page 47 "oh, yeah, and Such Andsuch didn't actually commit that crime".
