Sometimes computers get some kind of weird charge stuck in the boot circuitry, if that's what you're talking about. You generally flush it by truning it off, unplugging, then pushing the power button a few times. Hold it for a few seconds and also spam it.

This is in general though. I dunno if it works for PS4 or if it will solve your specific problem.
