TBF, a big part of the issue is that Cali(and the west coast in general) are essentially serving as host for a huge portion of every other state's share of the problem. Be it states sending them over directly, encouraging it, or people doing it on their own for better laws and climates, homeless people are moving from across the country to the west.

We need a federal system to force each state to pay for their share of the problem. Make them pay more if their own homeless and addiction resources aren't up to snuff. Create an emergency fund to care for the ones in California. Encourage but don't force those from out of state to return home and create more support there.
