The entire reason why vaccine mandates exist is because some people cannot be safely vaccinated. Some have auto-immune disorders, some are on immunosuppressants due to being a transplant recipient or as a result of some other medical condition, and some are allergic to vaccine components. We protect those people by vaccinating enough of the general population that an outbreak statistically cannot occur.
