Oh lmao I only have run into her the initial time which I figured was scripted to slow your progression on purpose. Didn't know she could keep showing up. Truly an agent of chaos.
Nemesis though I've run into a lot and beating her contest is dramatically more difficult if you encounter her early versus late. I've also tied her which does nothing. But she at least has a variety of events that can pop up so it's not always a contest.
