Realistically, what characters are not making it back in the next Smash Bros.?

Ultimate without the insane buffer would be gold

Honestly I'd be 100% fine with a Smash Bros. live service game. Like, I understand why people don't like them, and it'd be easy to do wrong . But if they did what should be the bare minimum and just added seasonal content then that would be all I need.

I want a Smash Bros. where new characters get added regularly, there's new game modes (even just silly ones) added occasionally, and a bunch of cool/funny outfits skins added each season. I'd be perfectly fine with paying for a BP to fund stuff like that. People talk about how much they'd want a Fighter's Pass 3, and for Break the Targets and Smash Run to come back, and I think a live service game could fund additions like that. And I look at Smash costume mods that show up in my youtube recommendations occasionally and think "these are cool! What if they were real additions to a battle pass?":

Would be good to give the miis a custom final smash as well. I mean we have P3 and P4 mii skins why not allow them to use Joker's FS

By this definition there will definitely be a bunch of new smash games. But it's gonna be very much the same design and art style and "content" as Ultimate and probably still called Ultimate, which is unlike what any previous smash game has done.

Live service makes a ton of sense for the game, but not for Nintendo. They don't have the right hardware support for it, and neither the software support. In the next gen maybe.

They could even start to port the game to PC, mobile, or even streamers like Netflix if they go the live service route.

How so? What hardware is required for live service support? They already have done live service mobile games.

The Switch already has a lot live service games on it...
