Partly because they were busy reestablishing Phoenix in DD and wrapping up Apollo in SoJ. It wouldn't be too difficult to craft an Athena-centric game at this point. Phoenix would still be involved, of course, but she could take the lead at the end.
But yeah, the real hold up with AA7 at this point is that the two main heads of the series are no longer doing Ace Attorney. I do wonder what kind of shape the series would be in now if Takumi had been able to write AJ without Phoenix as he originally wanted.
If there's never an AA7, I'd be kinda sad, but at the same time, at least the series got a conclusion I can live with.
