It's not that bad. Sure, the cast isn't memorable (because they only got one game) and the only new waves the gameplay makes is just how customizable the difficulty settings are, but it's still Saints Row. It honestly feels like the missing bridge between SR2 and SR3 - so while it's more replayable than SR3, it's still nowhere close to how great SR2 was. And frankly I don't think there was any hope that it could be, since SR2 had

A large part of the shit it got was, as Bane said, due to the bugs on release. It's nowhere near a bad game and it's still fun to play in the moment, but it lacks the punch of SR2's memorable moments and activities and the four great missions of SR3 (which was about all that game had going for it).
