I've had Sims 4 for a long time and have only bought a handful of expansions, always on sale because EA.
They probably figure at this point that anyone with interest in paying to get the base game have already done so.Which is why they should've done it in early 2020: To push those last few people into buying it. Base Sims 4 is pretty bare-bones, but the PC version works with mods regardless so it's easy enough to make all the hot women and cool houses you want.
