If it isn't an emergency or involving money the answer is never.

Seeing a notification on my phone for a voicemail is the worst, so never. Might as well just not call me at all and send me a text instead, who's really trying to talk on the phone in 2021?

Unless it's a birthday or holiday don't leave a voice message. Outside of that voice messages are for strangers or to let someone know there's been an emergency or death.

I thought this was going to be a thread about having left a voicemail and wondering when is okay to leave another.

I'll leave a voicemail if I decided the exchange merited a phone call (which, contrary to the detractors above, is not a non-zero possibility) and that it's better to inform the person and/or prompt them to call me rather than to just try again later or forget about it.
Only the exceptions can be exceptional.
If I get calls from ANYONE and there's isn't a message, I am not calling you back. Clearly it wasn't important enough otherwise you'd leave a message.
