All of the Xenoblade characters are rightfully in the conversation at their peaks but they only really maintain said peaks for a scene or two at most so I'm not sure how much it counts.

The god-killing trio of Sora, Bayonetta and Joker are my immediate thoughts, though Joker also falls into the camp of only holding his true peak for one key moment. Sora and Bayonetta are always broken and they're both really broken.

Pyra/Mythra could pretty much transform into Pneuma at will near the end, and Pneuma is probably the strongest character given how she beat Jin and his nonsense.

That's most returning JRPG characters but I like that for Rance the explanation is actually that he always gets extremely lazy between adventures and sits around not doing anything.

It makes sense in that case if you actually know the lore behind it, atleast. Hes specifically based on a heel, which is a wrestler with a bad guy gimmick that tends to cheat/fight dirty, and Dark is based on dirty fighting, counter to Fighting being the good guy/clean fighting. Likewise, Machamp is the face/good guy wrestler counterpart.
