Literally every aspect of episode 9 is an "apology" for episode 8 and in some way meant to erase that it happened, because a bunch of whiny fanboys were pissed about it.
That's why the first hour of 9 is such a rush jumbled mess, it's straight up a fake replacement episode 8 they made up in half the run time to tack on the front. Actual episode 9 is everything after the first hour.
