It doesn't imply forever, it implies they just have no date in mind at this time. It could be forever, but is more likely six months if they want a Christmas release.
I'm not surprised really. If any game was going to be delayed, it was this one. Releasing a game about a viral pandemic that has brought about the end of the world, when a viral pandemic is currently bringing about the end of the world in real life would be seen by some as tasteless and prompt cries of "Too soon!" Not to mention few are going to be in the mood to play it under the circumstances and have the means and disposable income to purchase it.
