We know how to build homes in order to lower housing prices. The people aren't the problem
A big problem in America though is the housing market creates a huge conflict of interest. Many Americans consider a house an investment. It's often the most valuable asset they own (or more accurately have equity in as they pass off a long-term mortgage). Building more houses would of course lower costs, but that also means lowering the value of current homes. So many regulations are implemented to protect the values of homes (zoning laws, homeowner associations, etc.).
People often ask me why homes are affordable in Japan and they seem interested until I mention that your brand new home will lose all its value within two decades and only the land will retain any value. No one wants to hear that, they want a cheap house that increases in value. And it's a have your cake and eat it too situation.
