I got the flawed and easily distracted flaws at level 25 lol I'm pretty sure I already turned down all of the really bad flaws so I got free 5 perk points and I have speech and guns at 20. A lot of people complain about the scarcity of skill points, but I think it's cool that you can't do everything in a single build.

How dare they make me specialise and not do everything. ObsidiFAIL!!!
But yeah, it is odd and it's not like you are really prevented from actual content, just different ways to complete it.
