Supposedly it was a rejected script for Return of the Living Dead which is what it feels like. As if it was suppose to be something else and they slapped C.H.U.D. on it. Although three versions were assembled: one more comedy, one more horror, and a TV version.

We don't know who infected Blair, but he was alone in a shed for most of the film. One of the Things presumably got to him.
