The initial upload still takes up space, so even if it ends up cutting it down, it still exists on the host before it cuts it down, even if only temporarily, which is likely why the limit is there.
There can still be a limit, just one that's a bit more reasonable by 2025 standards (as opposed to by the standards of whenever this was introduced, at which point in time 4MB was probably quite reasonable). I doubt they're going to run into any storage issues with the levels of traffic the boards have, just because some larger images exist on the server for all of 5 seconds.

And if there are issues, they could always delete all the image files from posts that have purged. No, really. Go on "that site", find a topic from a few years back that's obviously purged, and see if the image links still work.

(Except that "that site" is being kinda broken right now, so I can't pull up topics that old to verify it - it's erroring out when I try - but I did confirm that some from January this year are still there.)

(Which also raises the concern of whether moderated images that may be particularly offensive - or worse, illegal - may also end up remaining on the server, and publicly accessible to anyone who knows the URL...)
