that its always an excuse to do the most heinous shit possible.

Like they all hold practically unchallenged power and could easily do a lot of good things without even compromising themselves all that much (if at all) and they just don't.

Power corrupts all. Even if a person rose to absolute power who was altruistic to the core eventually all the ass kissing and limitless power would erode that altruism and you'd get just another Hitler on your hands (not implying Hitler was good in the beginning btw).

the thing is they think they are doing good, it's just that their idea of "good" is "exterminate the poor / LGBT / disabled / etc."
