You may want to consider checking out DaVinci Resolve. Base version is free and comparable to other high-end video editing software. Paid version is a bit pricey, but it's a lifetime license for future version updates.
Honestly, don't even bother unless it's a video that is actively getting views. It's not worth the effort and will probably get rejected anyway.
"Reused content" refers to uploading content that other people have uploaded without being transformative. "Repetitive content" is when you upload a bunch of videos that are essentially the same.
But no, making shorts out of the best moments from your longer videos is fine. That's actually an intended use for the feature.
I was doing research, and saw that come up alot - I thought about it, but would i really be engaging with the program to the point it justifies learning a new one? Then again, learned to build pcs off yt too, so if I wanna get serious gotta take it into account.
Usually fugal, and would go for the free thing, but better devil you know, you know?
Not to be snarky, but I got 10 out of 2 overturned while out doing my appointment.
O_o I was wrong there - knew the intended use of the shorts, but now thinking might wanna unlist the video i uploaded to promote a loyal sub. In hindsight, should have had him make a video clip to go along with his expressed consent to do it.

what kind of content do you plan to produce
The three main things is gaming/gaming commentary, anime, and gaming pc building right now. Upload amvs from my amv hell days too...Leading to most of my base being there for Hentai/ecchi stuff.
Gooner fanbase is still a fanbase.
Since the new season of PSG is airing, got a funny story to share from the college days....My pride will recover later.
Also surprised that my H amv which is the "hottest" video on the channel was able to monetize.
