if no one is going to enforce it then its meaningless
The entire world has seen that the best made rules don't matter if those with power only care about there own power...laws are a joke as everyone realizes that all that matters is who has the most guns and resources to dominate everyone else...I don't know if humanity will ever bother with laws again at this point.
