No it was a summary judgment because China didn't send anyone. The judge might have "ruled" something, but the minute China didn't send anyone after the case was accepted there was only one way it was gonna end.

I only skimmed it as it's 32 pages long, but it looks like their whole complaint is that Missouri lost tax revenue because China "hoarded PPE". No mention of loss of life or illness, the only complaint is how they weren't able to squeeze more money out of their residents. Very American of them.

They are threatening to seize Chinese owned farm land

I am not aware of the Chinese government owning any farmland in Missouri. There are some Chinese owned companies with a stake in farm land, but that is less than 1% of the total farm land in the state.
