I assume by "Ukrainian-Americans", they're referring to people who immigrated, their children and/or refugees. I don't think someone whose great-grandma is from Ukraine is being counted.Most of those people aren't voters, though. Pennsylvania has a large Ukrainian community, but a lot of those have been here for generations.
