No. I've commented this before but it takes extremely sustained conditions and a lack of weatherization for a 2021 or 2011 incident where infrastructure is on the verge of total collapse. 2021 was so bad because it was a sustained 10-14 day cold wave where over a week was spent in perpetual sub-freezing temperatures.
This isn't to say this is once in a lifetime (we're not through winter yet and I believe these types of events will become once a decade situations as the climate instability gets worse) but I've seen people say every new winter snap in TX equals a new 2021 candidate. Nothing has even been within orbit of this since 2021 and this snap is very normal for Texas in Dec-Feb.
