Seymour didn't think people were happier being dead BECAUSE Sin is around creating a cycle. He knew of Yu Yevon and heck arguably was singularly the most powerful single person who could have fought against Yu Yevon. If he wanted to create a world where there was no cycle he would have aided Yuna and even pulled in Operation Mi'ihen at the same time they attacked Sin.
He just thought that humanity as a whole was so sad and depressed that killing them all was a blessing. Same as Victor Zsasz from Batman
That's... literally what I said. Seymour went batshit insane at a young age when his mother became Anima for the purpose of him using her to bring about the Calm, when all he wanted was to be a normal kid with a loving mother. The years he spent in isolation afterwards lead him to his nihilistic views of the world, where he literally believed the better option for humanity was to die, rather than live in a cycle with Sin, or worst, destroy Sin and find some new and exciting way to kill themselves (which, in that regard, he was right ,given what happened in X-2).
Seymour literally believed Spirans were better off dead, then living in a world with false hope with or without Sin, because he was insane.
