Eric Adams is probably trying to curry favor to get a presidential pardon for all of that corruption he'd been charged with. He'd already paved the way by publicly supporting Trump, which Trump has reciprocated by accusing Adams of being railroaded by liberals.
But, more practically, the program had been plagued by problems and accusations given the way the deal was handed out, where it's probably more the influence of other agencies than it is the mayor's decision.
