What's stopping them from 'accidentally' forgetting to give a notice to someone who didn't vote the previous election?I 100% expect this to be their plan. They "accidentally" forget to notify someone that their registration was cancelled. So that person misses the deadline to get their mail in ballot and are forced to go vote in person.

Once you turn 18, you should automatically be registered to vote. That shouldn't expire for merely not voting in a while.
