Like yeah I know there was some fuckery going on with it when it was released so thats why it sounds flat. But it just sounds bad and annoying. Id even go so far as to say that the music in the entire series is bad and annoying.

I'll be honest - I've played this game over 300 hours across two versions and 100% the game TWICE - and I never noticed issues with the music?

Yup. It wasn't even Sugiyama's insistence on MIDI, the compositions were just bland even when orchestrated.

Yea, I never had any problem with the music either. I remember a huge complaint was the usage of MIDI, but the game just sounded regular to me.

Yeah, the MIDI versions sucked, but the orchestrated versions of the tracks were great.
