and maybe even exert some influence to be more environmentally conscious. I can't imagine them not being worried about constant 130 degree weather in their neck of the woods.

Saudi already is. Sort of. They have ambitious plans for green cities.

Which they will fund by selling their oil.

The people who control the oil fields can afford air conditioning and a mansion in a more temperate climate.
