No. I've seen some that are still in the double digits.

There's one user who recently got a purg that brought him down to like 10 karma, but it was on another board. If what the admins say about only purgs on CE resulting in loss of access is true, he'll be the lowest karma user who can access CE once his purg ends (as far as I know, anyway).
