My default assumption for every CEO of a large company like this is that they're a sociopath, so pardon me if I'm not exactly willing to give him the benefit of the doubt.

Phil isn't the CEO. He was probably ordered by CEO via Shareholders to make cuts.

That's the exact reason Nintendo gave when they chose to slash the salaries of the top brass instead of laying off workers when they were in financial trouble during the Wii U era.

MS bought Zenimax mainly for Bethesda and ID, and Arkane and Tango are more of a bonus. Tango's games reviewed well but did not translate to sales, even with the early PS5 timed exclusivity. It makes sense from a business perspective to cut your losses.

Um, redundant employees in Japanese corporations are kept to do menial tasks until they quit on their own. And that's not mentioning the strict hierarchies and pressure to conform within Japanese corporations. They have their own sets of problems.
