He's also causing some safety for mutants with his actions, Days of Future Past/the sentinels comes to mind with him stopping those in the movie and not having anything to do as a catalyst for them in any continuity. It's very much a case of which continuity are you going with. And again, mutants would face danger even without Magneto existing.

Iirc most of the time he is when he shows up that but there's probably a universe where he's a good guy lol. I just mentioned him because he's pretty extreme like Magneto.
