I remember it clearly because I found it amusing that it was now allowed seeing as I got banned for it a little while before. Should be somewhere around 2011-2012 that the change happened as I got hit for it in 2010 IIRC.

I stand corrected. I guess maybe I didn't notice it because it was mainly allowed when it was like, BLATANTLY obvious somebody was posting a dumb meme, whereas the edge cases still got modded more often than not.
