Because it only applies to CE. DToast mentioned that when he made the announcement about no suspensions/ban topics many people on the site were confused because it was specific to CE.
I also agree with Stero that it's a form of trolling/harassment, because suspensions could lead to warned status, and people can post here while warned now.
