The lead programmer had a mini-interview in an episode of the Angry Video Game Nerd where he stated that they thought a boob tattoo would be a clever way to have a life indicator without any additional information on the screen.
That's probably the *only* reason the game had a busty protagonist with the ability to randomly look down at her own chest. <_<
