Difference is those dishes use beef that is (or at least should be) ground right before serving. That crap you buy at the supermarket, which is what most people and restaurants use, need to be cooked through because it's sitting around so long bacteria have a chance to grow.
It's the same reason you don't eat a raw slab of meat; it's at the very least seared in the outside.
