I literally bought one out of a trunk from somebody in a compare foods parking lot. It's kind of cool because that's the culture in Mexico is it's all right to sell stuff in parking lots. So when it comes to the Mexican grocery store there's people selling trinkets too.

It absolutely could be. I live in Alaska, and while its not the capital or the biggest city, its not like its the middle of no where. They wouldn't really care if you did this out here. The latter of your post would probably be an issue tho, depends on the storeIt's generally allowed, but you need a license in many places as well as permission from the owner of the lot.
