It's slow
You're never ever fully dressed without a smile!
Fly is the only episode that matters in the grand scheme of things. The culmination of so much world building and exposition.

While I don't mind 'Fly' being considered the 'least best' ep by most, if the chief criticism of it is that it's 'slow,' I feel it's my duty to remind you that the vast majority of Breaking Bad moves like molasses; it's just those key major / dramatic moments that stick with you the most.

(And not that there's anything wrong with that; I love a nice slow burn in both BB and BCS)
Simple questions deserve long-winded answers that no one will bother to read.
This always baffles me on rewatches. Basically, Breaking Bad is such a perfect show that to choose a worst episode was always going to be an odd choice. It's just as good of an episode as any, and just doesn't reach the highs of the best episodes, but because it takes a two person play angle, people try to make a case against it. Bizarre.

I just don't understand like, even if you don't care for the themes or foreshadowing or exploring Walt's character, the premise of the episode is just fun in a really unhinged way. Jesse thinking Walt has legit gone insane because Walt is building a giant flyswatter and falling off the railing, so he's drugging Walt's coffee etc. all of Bryan Cranston's experience as an actor is on display.

It's not the lowest rated because one has to be, people specifically pick on it for being a bottle episode and I often hear "doesn't move the plot forward" thrown around. Yet it's extremely important, genuinely critical, to understand Walt's development and his acclimation to his life after Skyler learns his secret.

I'm gonna guess the ep's rating saw a dramatic downturn sometime after 2017, once internet nerds retroactively became aware of who directed it.

It's great. Both explores Walt's and Jesse's charactes and is hilarious. I love the dumb slapstick. It was done right without being too much. Besides, Walter was always funny in a goofy way with some of his actions and the show had comedy before.

It was always hated but I'm sure it got worse. I hated TLJ, but love this episode. I never completely wrote off Rian Johnson or any director anyway over one bad movie.

As I was reading that I was wondering what show she was even watching.
Walt being irrational and petty? Never!

I those kind of BB fans sound like certain fans of The Sopranos who complained there was too much talking and not enough people getting whacked in later seasons. The "tits and hits" crowd.

Yeah, that's the point of his charactererization and actually a big part of his downfall. By Season 5 he's so arrogant and full of his "Heisenberg" persona that he's just tripping over his own two feet making mistakes he never would have in seasons 2 and 3.

Walt turns into a Looney Tunes character for an episode.

It isnt an abomination, but its easily my least favorite in the series.
