A single fast driver will change lanes in an attempt to keep their rate of speed.
A slow driver will cause multiple drivers to change lanes to keep their rate of speed.
There is both a onus on fast drivers to move to the left to pass slower drivers
and
an onus on slow drivers to move to the right if their rate of speed is disrupting the flow of traffic behind them.

Absolutely hate that. And then they sometimes brake because the opportunity isnt there now to
safely merge. Its like no shit. You need to speed up so youre going as fast as the people your trying to join, instead of slowing down even more.
