Most individual people in these neighborhoods dont have the funds to repair these houses even if they brought them and didnt have to worry about the taxs.

And most that do have absolutely zero interest living in or anywhere near these neighborhoods. Hell, make that the entire city even.

Someone can fix them up and live in it or flip it. Also, creates a new future tax revenue (property) base for the community. Some tax revenue is better than nothing
