I think Koei Tecmo was willing to go beyond subtext with some of their games like Nights of Azure. Fans are more willing to tolerate gay couples if they're extremely attractive and appealing.
There's two confirmed lesbians (or at least lesbian pref) characters in Trails series although they're both depicted as single and exist mostly to sexually harass the hetero women in the game for comedy relief. Guessing because they thought a guy doing the kinds of shit Shirley does would be seen as very offensive.
