The title King can only come from being the monarch. Queen can come from being the monarch or the monarch's wife. If the monarch is a woman, her husband is just a Prince.
Which is dumb, but these rules are like 410757864530 years old and likely considered sacred and untouchable.
So they're basically saying being King is more important than being a queen. They can just throw anybody in the queen role because it's meaningless, but if it's a man it has to be by blood because it's a much more important role.
