It's pronounced "kay rool" (in English, anyway; not sure about how other languages pronounce K. Rool's name, but since he was created by a British developer, this is a moot point anyway) because the "K." is an initial standing for whatever his first name is, and the letter in that context would be pronounced as "kay". That said, it is also meant to be a pun on the word "cruel".
