The only games you can possibly argue this for are, like, RE3 and REmake. Other games may have scary moments, but they are fundamentally action games that masquerade as horror games for varying amounts of time.

my impression of the series in general though is that it's campy and doesnt take itself seriously

The series has this campiness to it. The remakes removed a bit of the sillier tone of the series though.
I don't know which is worse: fanboys or elitist.

Nemesis challenges you as a player in ways basically no other enemy in the series, including 3R Nemesis, ever does. He can come after you at basically any time, including different ones on subsequent playthroughs, and he is a potential game over any time he shows up. The entire rest of the series did nothing for me (with a few moments spread throughout), but Nemesis was constantly in the back of my mind for the first half of RE3, before he fucks off.

I don't know but the regenerators and iron maidens in 4 are pretty horrific, dread always getting to that section in the game

All his appearances in the OG are in fact scripted and hes not that hard to take down really.

I know they're scripted, but through Uptown/Downtown, they happen around once every 10/15 minutes and at plenty of "unimportant" moments in addition to more story-driving appearances.

The same could be said of RE3, not to mention you can make even more ammo, including explosive rounds and extra-damage shotgun shells amongst others. You have a more action-oriented dodge prompt, and Jill is a lot more proactive in fighting Nemesis than the previous game's proto-run at the concept with Mr. X. Even if you don't take advantage of electrocuting him, blowing him up in a gas explosion, or just shoulder-tackling him off a bridge, you can defeat Nemesis every time you encounter him, and the game incentives you to do with with even more powerful weapons and healing items that normally can't be acquired elseways.

And if you really want to feel the horror, you can play in Easy mode and be given a damn assault rifle from the jump. But even on Normal you're a walking arsenal.
